Burrs

Such swellings are more likely to be burrs rather than the product of Crown Gall. Such features could be a response to damage or infection, but the latter does not necessarily have to be Agrobacterium tumefaciens.

Little twigs

It does look like little twigs are growing out of it. I have also seen this on Birch. Both Oak and Birch do get Crown Galls on them. Certainly an infection.
