I'm afraid I don't know enough about mycetophilids to go any further than family level. I suspect this is in subfamily mycetophilinae, and there aren't any readily available keys to that group. It's a large family and the species often need microscopic examination.
Which is not to say that someone who is a real expert on these flies couldn't put a name to it, but I only know one such expert and he isn't on iSpot unfortunately!
