gliding over the heathland, thought at first it was a curlew but the beak was wrong also colour

What made you think it was a wader? did the bird have a white rump? birds of prey are slow birds and not at all like waders. They (BOP) fly low and turn their head frequently when hunting. a hen Harrier is much much bigger than kestrel too

the only reason I mentioned a curlew was because we have them on the moorland nesting and I thought it was a similar size.
