I would not stake my life on it as the crucial bits are not clearly visible. Either ruginodis or rubra for sure, and I think the former.

Thanks. The second photo does show the spines on the propodeum and they are as long as the distance between them (which indicates ruginodis in my key).
I would agree that it is probably ruginodis, but the spine character can be variable. The best character for separating these two is the petiole, which is flat topped in ruginodis and more rounded at the top in rubra
