Is Larus now replaced by Chroicocephalus in all cases?

Not all species.

Several smaller groups have been split off from the Larus genus, which previously contained almost all gulls, and have been put into new genera.

The species which are most similar to Black-headed are now in Chroicocephaus, with other new genera in use for Little Gull, and Sabines Gull, and suggested for Mediterranean Gull. The majority of gulls do still remain in Larus.
