Mystery seabird (auk?) in Torquay [SX9062]

I was out with a group of palaeontologists yesterday in the Torquay area near Livermead Head on our annual Palaeontological Association fieldtrip. We spotted this from some distance as we were walking out to Livermead Head. Initially I thought it was a razorbill until I got closer. Although I do a lot of BTO fieldwork, I became convinced it was a penguin that had escaped from Paignton. Although I've experience with auks, I am used to seeing them on cliffs at a distance.
