Yes, it's teneral but I agree with chrisbrooks1289 - it's most likely a female Common Blue Damselfly. White-legged Damselflies have a double antehumeral stripe and no black markings along the top of the abdomen.
Female Azure Damsels are quite similar - being teneral makes it difficult but, as Chris said, the shape of the black mark atop S8 I think indicates Common Blue.
