The second picture that you later added is a different species. It would be best to remove it from this observation and create a new observation for it.

You are very welcome...

... but I don't know if it's correct. We ideally need the input of a generous expert. Those squamules (tiny scales) near the base seem unusual.

Cladonia subulata or glauca

I think you're probably right - subulata often has lots of squamules in the lower parts. I'm not convinced I can separate subulata and glauca without chemical test (paraphenyline diamine), but glauca usually has the furrow up the side which is usually absent in subulata.
