Baildon Moor fungus or plant

Seen on a slope on Baildon Moor, I don't know if it is plant or fungus. The strands are hollow and many of them have a hole in the middle where they fork.
It is quite small as can be seen by the strand of a cobweb top middle.
It was close to heather.


Caution: Do NOT use iSpot to identify fungi to eat!

Some fungi are very poisonous so a mistaken ID could have serious consequences.

I am grateful for the suggestions. Lichen had not entered my head. I thought they were all tiny surface hugging things. I have also uploaded another of the larger one that hopefully confirms the identification.
