Birds of prey over motorways

Does anybody know what birds of prey commonly fly above the M40 motorway in Oxfordshire?
There were as many as four seen at a time above the verges. The passenger in the the car did say they had forked tails and were quite large.

Red Kites

They're likely to be Red Kites (Milvus milvus). There was a very successful reintroduction not far away and now they are well established. I have seen circling flocks of twenty plus gather almost every time the ride on mower was brought out to cut a meadow near Stokenchurch. They knew that grass-cutting meant plenty of creatures exposed and homeless or newly dead, ready for feasting on.

My passenger did say he had read that there had been a re-introduction. It makes good sense to me now.
