I am not sure that it is a pup. Common Seals pup in the summer, unlike Greys. Only the size might tell, and that is not obvious in the pic. Even adult CS are much smaller than GS.

I agree it may be adult common seal,having had a look at pics of a previous grey seal pup on the same beach.
At 4ft this looks to be an adult common seal. Note the puppy dog look of the face rather than the 'Roman' nose of a grey seal.
