Cladonia squamosa

I agree - C. squamosa is a very variable species, but always has peeling squamules (the small leafy structures which are abundant all over these specimens), never had powder or granules (soredia), and usually has holes in the tops of the potedia (cups or antlers) - showing very well in these very clear photo.
