Unidentified bird of prey

I grabbed this (terrible!) shot of a raptor I couldn't definitely ID. It was over moorland and spruce plantation in North Cornwall. Quite a large bird, perhaps buzzard size but long tail and lazy almost "rowing" wing beat. Passed high over head but wing beat attracted attention. Starlings roosting nearby had attracted a lot of buzzards, peregrines, merlins, sparrowhawks & ravens but this was definitely not a buzzard. Thinking Harrier from coloration & slender wings with "fingered" primaries. Can anyone help ID?
