The strong breast barring, 'heavyish' looking bill and black hood, extending below the eye all suggest Pomarine Skua but as David suggests, further photo's would help establish a positive id

The appearance from this single photo may be suggestive of Pomarine, but I don't think that there is anything visible that is really enough to say that it's not an Arctic Skua.
I think that it is better to leave this one as a 'Skua species' (which is something that we can be certain of!).
Edit: The best pro Pomarine features visible seem to be the fact that the back cap extends below the gape, and the apparent lack of a pale spot above the base of the bill.
