Yes, it is listed as notable (= Nationally Scarce) in the latest review of Pyralidae, which dates from the mid-1990s, but I don't think it would still qualify based on the recent distribution. But having said that, I used to see it quite frequently in southern England a few years ago and it seems to have got a bit less common again over the last couple of years (no record at all in Berkshire since 2008).
