Found in leaf litter on the underside of a sycamore leaf. Is this gall midge (Hartigiola annulipes)?

The picture seems to show the

The picture seems to show the upperside of a fallen Sycamore leaf which has a large number of galls on the surface. These are caused by a mite, Aceria cephalonea. Hartigiola annulipes galls Beech leaves.
