Ovipositing behaviour.

As well as the features mentioned by Simon, note that Golden-ringed Dragonflies oviposit by hovering above the water then darting backwards down into the water to lay eggs in the substrate (gravel etc), rather than 'injecting' eggs into plants.

It would be late for a Golden-ringed, but I have seen a photo of a very fresh looking one taken recently in the UK. (edit: couldn't remember where I saw it, but it was actually on Ispot - )
Migrant Hawker on the otherhand is one of the most common dragonflies at this time of year.
