Yes to it being a ground beetle, but I can't see enough detail in it to go further.

Thanks - it is one of the worst photos I've ever taken and that IS saying something.
The very broad head is strongly suggestive of Harpalus/Pseudophonus, and the shiny front of of pronotum with dull (pitted?) rear third fits rufipes better than anything else.
