Whatever these are, they are not Hylaeus - the white on the face appears to be white hair and there are definate hair bands on the abdomen. Lasioglossum perhaps, but I can't see enough detail on the photo.

Species

Might even be one of the yellow-faced Andrena such as A. chrysosceles (though not sure the shape of pale face area look right). Matt may well be right with Lasioglossum though. Tricky.
