Yes, it's certainly a lacewing... but I'll let someone else provide an ID beyond that.

Thanks Joe. The dorsal surface is covered with discarded ? aphid exoskeletons.

yes - a charming habit... but I guess no worse than a Cro Magnon with a fur coat. ;-)
