When is a gall a mine?

Curious that this species has got itself named as Holly Leaf Gall Fly. Redfern and Shirley refer to it as Holly Leaf Miner. Conversely the Boxwood Leafminer Monarthropalpus flavus is regarded as a gall.

Absolutely. I would normally call it Holly Leaf Miner but went with the iSpot name here. I imagine there is quite a bit of discussion about where galls end and mines (among other things) start...
