Looks more Odynerus/Argogorytes to me
I had meant to go for 'It is likely ...', but once you hit that button you can't edit. Not Argogorytes, though, which is a Crabronid with unfolded wings. The only wasps with longitudinally folded wings are the Vespids, of which the Eumenines are a subfamily.
