To get anywhere with this you should tell us what plant is involved. That applies to all galls and miners (what this is) - many are host specific, and easiest identified from the host.

I know, apologies. New to leaf miners and I have started noting host plants, unfortunately for this I didn't because it was one of my first like a few others on here.
I also think this is Stigmella microtheriella but won't go against the grain - it would be futile anyway, as I could not hope to shift Likely (which it nevertheless IS!)
There is a moral here somewhere - it is usually unwise to assume a specific identity from a photograph. But perhaps a series, some exposing the culprit and copious added ID notes with supportive weblinks might do it.
