This bird stayed on the sand whilst people (and dogs) got pretty close - so probably something wrong with it.
No interactions present.
I've seen this with Guillemots before. I'm not sure if they're injured or if they run out of energy. They normally swim or fly straight off of cliffs. I suspect that their legs are weak and once grounded can't get back in the air. Once the tide comes in they can probably escape.
This is conjecture on my part. Does anyone with any authority have a sound opinion?
