I'd go for Cortinarius on this one. Looking at the gills there is a hint that there might be brown spores and just below the cap there appears to be the remains of a 'cortina' also with brown spores caught in this cobwebby membrane. another characteristic to look out for is that the cap appears to be a bit slimy but you really need to touch it.
Reason i am not giving a definite answer to species level is that there are very many types of Cortinarius and they can be very tricky to be positive about.
