Hard seed-shaped case on clematis. c5mm. Brown with bronze sheen. Inside filled with white 'rice flakes' containing orange bugs.

Aren't scale insects individual creatures, rather than this which is obviously isn't?

The shell is the dead female

The brown shell is the dead female underneath which are eggs and recently-hatched young. See -
