These were massed together on the end of a cut willow branch on the edge of moorland. From a distance it looked like fungus sprouting from branch, but close up they look a little like ladybird larvae or woodlice. They did not run away when touched and the close-up shot appears to be a cast skin.

    Pine/Kidney spot ladybird (Exochomus quadripustulatus/Chilocoris renipustulatus)
