Don't think this is angelica, which has white flowers. More likely to be wild parsnip.
Actually its Fennel. Quite a lot of it on the Bournemouth cliffs. I too would be interested to know about the wasps, which are always plentiful on the fennel. They are smaller than the usual common wasps.
Anyone know what type the wasp is?
According to the resource I have found to identify the German wasp, it says that the thoracic stripes bulge in the middle.That seems to be apparent in your photo if you zoom in on the top wasp on the plant. I therefore agree with the German wasp id.
