with the highest level of confidence ie you are telling us that you KNOW what it is. Yet I cannot see how you exclude other green lacewings? Indeed one of the few that can be confidently excluded is Chrysopa perla http://www.treknature.com/gallery/photo163962.htm. There seem to be no black markings that characterise this species visible in this photo.
