Description:

a large insect, stripy, almost the size of a hornet, crawling out from the boardwalk, then flew away.

i have seen many horseflies and been bitten by many, but this was much fatter, larger and more yellow.

Giants!

It tends to be the smaller ones that bite...the clegs (Haematopota) and the Chrysops species are the ones which annoy me! Some species of Tabanus are huge in comparison and that is what yours is. Tabanus bovinus or sudeticus...google them and have a look.
