Might be the club-tail we get in uk but note there are other possibilities in this part of Russia.

This is certainly an Ophiogomphus, and it is likely to be O. cecilia (as suggested by Jeff) which is the only species in the genus that is found as far west as Europe. There are other very similar Ophiogomphus species that occur in nearby parts of the former USSR (eg Kazakhstan) though, and I don't know how far north & west these are found - or how to seperate them!
