Is it eating the rust do you think?

It's not eating anything at

It's not eating anything at the moment - the pupal stage is the equivalent of the chrysalis in butterflies, a dormant life stage while the larvae changes to an adult. This is the pupa of one of the aphid-eating ladybirds (can't tell which from the photo), so won't have been eating the rust beforehand either.
