Maybe they are, they were not

Maybe they are, they were not on all of the fern though. Some looked like they hatched/ spawned because they had grey bits sticking out.

they are spore cases of the fern, probably a Dryopteris species of fern. the spore cases may have not developed on other leaves, or may have been already fallen off or been washed off.
