I am 'as sure as I can be' that this is Weld but what is going on at the top of the raceme and what has caused it?

Fasciation!

The plant is showing typical fasciation-abnormal growth phenomena, giving rise to flattened type stems, can be caused by fungi,viruses and mycoplasma, sometimes the exact cause of the abnormal growth is not known.

'abnormal growth phenomenon'

Thanks for the help. Never seen it before. I assume this could occur in any plants but wonder whether it is more common in some than others.
