Particularly small insects in shaded area.

I saw a number of these insects hovering up and down in the air by an Elder tree. I assumed at first they were flies but given the ID of my earlier post today proving to be a Torymus sp. wasp, I am wondering if these are smaller wasps of a sort also associated with galls. Each individual here is on a leaflet; an Elder leaf with leaflets is shown for size comparison.
