I think the holes are made by the muskrat
There are a number of animals that excavate into river banks.
Muskrat were eradicated from Britain in 1935 and as far as I'm aware have not been re-introduced.
Using the dead leaves on the ground as a scale this hole looks relatively big, also being close to the water I think it is safe to say this is a rat hole.
