I had intended to go back to these pics, but forgot about them!
I am pretty sure that you are right. I have seen them a lot on Crete: They tend to be very secretive, there, only being seen in the remotest gorges, but showing well once located. The dark secondaries, long tail and overall colour is right.

What a shame the pictures are not clearer, as it looks like an interesting bird of prey. I can't place it at the moment...will have a look in some books tomorrow.
