Not 100% certain, but may be a Dryomyzidae fly - possibly Neuroctena anilis
Dryomyzidae looks like a good suggestion, but not sure about Neuroctena anilis - I would expect that to have orange antennae but this photo shows the third antennal segment darkened. Perhaps one of the other dryomyzids, or perhaps Neuroctena varies more than I am allowing for?
