I'm not sure what it is, but I'm pretty sure it's not a reed bunting. It has a straw coloured bill; I've seen a lot of reed buntings, and it doesn't look right.
The M.B. guide shows a straw-coloured bill on the juvenile Reed Bunting, but then the rufous colouring should be more pronounced on the wings (pic. 1). Overall, I think this is a Corn Bunting. Probably.
