What species is the tree?

What species is the tree? Most diseases are fairly host-specific,as are many parasitic insects. Knowing the host is a good starting point for discovering the identity of the parasite.

Tree disease

Depending on how big they are on the tree, could it be Cottony Scale Insect? They are spreading to many trees in my area (outer London) from their initial fruit tree introduction to this country.
