Yes, Welsh Chafer - scales on the elytra, rather than long hairs, and squared-off elytra at the back. I can't see the hind tarsi very well, but they seem to have 1 claw, rather than the 2 of Phyllopertha.

This is a female - the males have black legs like the Garden Chafer.
