What is this plant?

Observed: 24th May 2011 By: Jan

This tiny plant was spotted growing on the edge of some paving slabs in a very dry sunny free draining spot in our garden. It is about 2 - 3 cm tall with a rosette of tiny somewhat hairy leaves. Could it be a Primula?
