Gull feeding behavior

On a recent visit to Sheringham I sat on the promenade with 4 other people eating chips. There where 10-15 Black headed gulls perched on the sea wall about 7-8 feet away. When one of the other guys placed a polystyrene tray full of unwanted chips on the ground nearby, none of the gulls were interested. When the chips were tipped onto the ground and the tray thrown away it was a real feeding frenzy. Why would they not go for the chips in the tray?
