I can't see any reason to consider this to be a juvenile, but I couldn't say that it definitely isn't one.
Adult Meadow Pipits will often call repeatedly after landing on fence posts - and this is particularly likely if they have young nearby that they are warning of potential danger (ie. a human with a camera!).
I actually heard it calling whilst indoors - due to the calls I went out with the camera, so it wasn't me! I do know that they are nesting in a nearby meadow, why it came close to the house to call as it did, I don't know.
