Lygus are probably the hardest genus of bugs to ID - they're really, really tricky, and each species is quite variable, so although this does look like rugulipennis, you can't be sure from the photo. Ideally you want to see the density of the hairs on a certain bit of the forewings, but sometimes one just can't ID them at all...
by the way, the plant it is on is Lady's-mantle, not Meadowsweet.
