Probably a Sparrow hawk,pigeon is easy prey for them and they tend to pluck it and eat the breast and internal organ's first,get a lot if this were I live.
although a friend once saw a kestrel take one - poor little beggar was trying desperately get it off the ground, to take it away somewhere quiet!
Looks like sparrow hawk to me. There are plenty about.
