Small spherical construction about 3.5cm across, vey delicate, multi-layered. I have called it a wasp's nest as I have seen much bigger nests that look similar, but don't know what it is.

You're right, it is a wasps nest. It's probably just a relatively new one so is smaller than the ones you have encountered before. I couldn't say which species has made it, but it's likely that it's one of the genus Vespula.
It's got a long way to go before it gets as big as this one...
