Description:

Open area of grassland, resting on a stone. I thought at first this might be a scorpionfly but now i doubt it.

    Confidence: I'm as sure as I can be.

Thanks for that Syrphus, after a bit of a read it seems likely to be R. scolopaceus due to the emergence dates, the rarer species you mentioned seems to come out into Summer from around July.
