No...it is a Willow Warbler or a Chiffchaff, though the main features are obscured.

A Reed warbler would have a tail with a rounded end, rather than a slight dip in the middle. It would also have a longer, more dagger-like bill, amongst other features.

Willow Warbler

I do not think that there is anything here which can make this a definite Willow. The thin supercilium before the eye and the lack of yellow on the breast might suggest Chiffchaff. Through handling a lot for ringing, I tend to err on the side of caution, if I cannot see the primary projection, leg colour...etc.
