Purple blotched stem (sorry it's out of focus) and fern-like leaves suggest hemlock. The vivid purple bracteoles are not described in my guide though so am a bit unsure.

Purple bracteoles -

Are not mentioned or shown in my books either, but the spotted stem makes this very likely to be hemlock.

the leaves are very distinctive too

Rough chervil has spotted stems too (I've just found out!) but the leaves are not as finely divided.

Thanks for the comments - I'm pretty sure it's hemlock as I've seen a few more plants recently.
